The government requires that new toilets be low flow (meaning they can use no more than 1.6 gallons of water per flush). It doesn’t require that they flush well. So many toilet manufacturers imposed the 1.6 gallon maximum on toilets that were designed to use much more water. The result? Many of these toilets didn’t perform well. Soon low-flow toilets started to get a reputation as toilets that “don’t flush well”.
Enter the dual-flush toilet, an ingenious design that reduces water consumption by providing the right amount of water for the specific task. By their nature, liquids need less water to flush then solids. So, if you have one flush for liquids (0.8 gallons) and a separate flush for solids (1.6 gallons), you’ve got the makings of a real solution. Then these manufacturers went the extra step of designing their toilets for top performance.

In 2008, the EPA introduced the WaterSense label for High efficiency toilets (HETs). HETs go beyond the minimum standard of 1.6 gallons per flush and use 1.28 gallons per flush (a 20% water savings). The WaterSense label is used on HETs that are certified by independent laboratory testing to meet rigorous criteria for both performance and efficiency. Only HETs that complete the third-party certification process can earn the WaterSense label.

The Sydney Smart combines the dual flush toilet concept with the High Efficiency Toilet concept (1.28 gallons per flush). Thus, the Sydney Smart uses 1.28 gallons on its full flush and 0.8 gallons on its half flush.
